* Allow '<nixexpr>' syntax to be used in nix-instantiate, nix-build

Browse source 
and nix-env, e.g.,

  $ nix-env -f '<nixpkgs>' -i patchelf

  or

  $ nix-build '<nixos/tests>' -A login.test
